Noxtua, a Berlin-based legal artificial intelligence platform, has completed its Series C funding round, bringing in more than €100 million. The company, which traces its origins to research conducted at Oxford University and Imperial College London before being established in 2017, released its initial product version in 2024.
The funding round marks a significant restructuring of Noxtua's ownership. C.H.BECK, a major European legal publisher that previously invested during the Series B round in 2025, now holds a majority stake. MANZ, another leading legal publisher, joins as a fresh investor. Meanwhile, earlier backers including Global Brain Corporation, KDDI Open Innovation Fund, CMS, Dentons, and Dominik Schiener (founder of the IOTA Foundation) are stepping back from their positions.
The company has expanded rapidly since launching its first version. Noxtua now serves more than 30,000 users, maintains approximately 100 employees, and operates from six European cities: Berlin, Paris, Stockholm, Zagreb, Munich, and Freiburg. Its platform handles the complete legal writing process, encompassing legal research, evaluation of intricate legal questions, and creation of legal documents.
Publisher Partnership as Core Strategy
The shift toward publisher-led ownership reflects Noxtua's strategy of building its Legal AI Workspaces on proprietary, carefully selected legal information sourced from prominent European legal publishers including C.H.BECK, MANZ, and Helbing Lichtenhahn. This approach distinguishes the company from competitors relying more heavily on general-purpose language models.
C.H.BECK's initial investment occurred during the 2025 Series B round, which was Europe's largest funding round for legal AI at that time. That same year, the publisher and Noxtua jointly unveiled the Beck-Noxtua Legal AI Workspace in Germany. The beck-online database maintained by C.H.BECK represents the most comprehensive legal resource in German-speaking regions.
In all the investments the publishing house has done in the past, it has never been the tradition with our earlier, smaller investments to buy a company off the market or to merge it into the larger publishing house. Weber emphasized that preserving Noxtua's independence remains central to the partnership strategy. He noted that C.H.BECK intends to align its product direction closely with Noxtua's platform, creating mutual incentives for the startup's success.

Expansion and Revenue Growth

Noxtua operates a revenue-sharing arrangement with its publishing partners. The company has also developed a framework where publishers supply the legal data used to construct Legal AI Workspaces, which are then commercialized. This structure proves particularly valuable for smaller publishers operating in limited markets, as it allows them to maintain authority over their content while participating in a broader European publisher network.
Expanding Use Cases in Legal Work
Legal professionals increasingly delegate both routine administrative tasks and more sophisticated analytical work to AI systems. Noxtua's agentic capabilities enable execution of multi-stage analyses that would otherwise demand hours of manual effort.

However, Lundbæk identified a clear boundary regarding accountability and decision-making authority. While artificial intelligence can substantially assist in preparing documents and managing complicated matters, legal systems appropriately require human accountability for final determinations.
Taking on responsibility is still something that AI is, and probably won't be able to do. AI can help immensely in preparing drafts and in managing complex matters, but our legal systems are designed in such a way (and rightly so) that a human needs to take on responsibility for decisions.

European Alternative to US Competition
While American legal AI companies are attracting substantial investment, Noxtua is positioning itself as a distinctly European competitor. The company's strategy emphasizes access to European legal content alongside its approach to infrastructure, data handling, security, and data sovereignty.

Rather than pursuing capital-intensive marketing and activities that don't directly enhance the product, Noxtua concentrates resources on data quality, model development, infrastructure, security, and sovereignty. On the data dimension, the company accesses curated legal materials through publisher relationships. For models, Noxtua employs high-performance open-source options and is introducing access to proprietary frontier models through a European infrastructure arrangement with Deutsche Telekom.
Noxtua's European infrastructure partnerships enable direct deployment to judicial systems, representing a significant customer category for the company.
Looking forward, Lundbæk identified two principal developments expected to shape the legal AI landscape over the coming three years. First, legal AI platforms will increasingly function as operating systems, consolidating the various tools legal professionals employ throughout their workday. Second, the competitive environment will fragment into three distinct categories: international platforms such as Harvey and Legora offering standardized global products; general-purpose model providers including Claude expanding into specialized legal domains; and jurisdiction-focused platforms like Noxtua leveraging curated legal information.
In my opinion, providers that don't delve deeply into specific jurisdictions will eventually be squeezed between general-purpose providers and those that do.

Legal AI and Democratic Institutions
Lundbæk connected Noxtua's European orientation to broader considerations about responsible AI deployment within legal systems. The company's founding nearly a decade ago emerged from his doctoral research at Oxford University, which examined privacy-conscious artificial intelligence.

A lot has changed since then, but what hasn't changed is our deep conviction that we need powerful AI based on European values. If deployed responsibly, it can help restore trust in public institutions. Currently, many countries face the challenge that court proceedings and legal matters are excessively time-consuming, which diminishes public confidence in the state's ability to function effectively. Legal AI that helps the judiciary work smarter and more efficiently can help to fill in this gap.
