Quantifying the true worth of open source software in energy infrastructure has long posed a challenge for grid operators and policymakers. LF Energy, the Linux Foundation initiative focused on creating shared digital infrastructure for the energy sector, unveiled a new framework alongside LF Research at Europe's largest LF Energy Summit, held in Berlin, designed to address this gap.
The LF Energy Open Source Benefit-Cost Framework provides grid operators, regulators and other energy sector players with a structured approach to measuring both expenses and gains associated with adopting open source solutions. By grounding investment decisions in concrete data rather than assumptions, the framework supports procurement choices and regulatory guidance with empirical evidence.
Testing the framework through real-world scenarios and case studies revealed that open source strategies can generate 2-5x greater net value relative to conventional software purchasing models.
Why open source matters for modern grids
As renewable capacity expands and electricity demand rises from electrified transport and computing infrastructure, software-driven grid management has become essential to energy system resilience. Yet traditional cost analysis for software procurement typically examines only immediate spending and maintenance expenses, missing critical long-term factors.
This narrow view ignores elements that secure future viability: the ability to integrate systems across vendors, adapt software to local needs, build capabilities through shared development, negotiate better terms through collective action, and maintain technological independence. The new framework addresses these blind spots.
How the framework works
The methodology evaluates procurement choices across four interconnected areas: total cost of ownership (TCO), exposure to operational and financial risks, strategic advantages, and broader societal benefits. Researchers validated the approach using computer simulations and three actual case studies from operating utilities, translating complex financial analysis into clear decision-making tools.
Affordability and the pace of change are the grid's two hardest problems right now, and digitalisation is key to solving both. This research demonstrates an open source strategy returns far more than conventional procurement. Utilities operate under a bargain: a regulated monopoly in exchange for affordable, reliable, safe, clean energy, and every major investment has to be defensible. Now there's a way to make that case with numbers.

Making the case to policymakers

Open source is not an end in itself. It must be justified through demonstrable value and sound risk management for all stakeholders.

Rather than treating open source as the only solution, Dolley advocates positioning it as one choice within a comprehensive strategy encompassing three paths: developing internally, acquiring from vendors, or collaborating on shared development.
When a digital asset is intended to interoperate with peers and even competitors over a non‑limited period, the 'make together' approach is the most appropriate. This report presents a concrete, illustrated feedback loop showing how shared development, transparent governance, and long‑term maintenance turn public investment into durable, sovereign digital infrastructure.
