Three major technology and energy players have formed the AI Energy Management Alliance (AEMA), a coalition designed to address mounting pressure on electrical grids from data centre expansion. The founding members—Google, Nvidia and startup Emerald AI—announced the initiative on 16 September, alongside 18 launch partners including Anthropic, National Grid, RWE, AES and Constellation. The core proposition: data centres willing to reduce power consumption during grid stress would receive expedited connection approvals from grid operators.
The problem and the solution
According to AEMA's framing, electricity supply—not capital or semiconductor availability—has become the primary constraint for building new data centres in the United States. Existing grid connection procedures favour facilities with constant, predictable power demands, creating a mismatch with the flexible needs of modern AI infrastructure. The alliance proposes that data centres capable of adjusting their consumption by shifting workloads, deploying battery storage or operating on-site generation should qualify for faster grid connections in exchange for their flexibility.
Frank Lacey, a veteran energy industry executive, will lead AEMA as executive director. The alliance has adopted a technology-neutral approach, focusing on measurable outcomes rather than prescribing specific solutions. Its core principles include establishing curtailment rules before facilities connect, standardising performance metrics and data-sharing protocols, creating expedited pathways for facilities demonstrating genuine flexibility commitments, and allocating connection costs based on each facility's actual grid impact.
The case for grid citizenship
The most effective way to accelerate American AI is to make every data center a good citizen of the grid.

Sivaram argued that data centres demonstrating power flexibility would achieve faster connections and larger deployment scales, while host communities would benefit from more resilient grids and protection against rising electricity costs. Josh Parker, Nvidia's sustainability chief, emphasised the company's commitment to "technology-neutral, performance-based standards" that would evaluate flexible facilities against measurable grid reliability metrics.
Google has already committed to reducing 1GW of power demand across its US utility agreements when grid conditions require it, according to Tyler Norris, the company's head of advanced energy market innovation. On media calls, Sivaram stressed that faster connections should only apply to data centres whose demand-reduction capabilities are "verifiable and enforceable."
The numbers
AEMA contends that flexible AI infrastructure could unlock an additional 100GW from the existing grid. The alliance also points to a five to ten year backlog for connecting new AI facilities to the grid. Sivaram noted in a Fortune commentary that the US grid operates at approximately 50% capacity on average, citing a Brattle Group analysis suggesting that each 10% improvement in utilisation could reduce electricity rates by roughly 3.4%.
Emerald AI and Nvidia have already completed six demonstrations of flexible data centre operations globally. Later this year, Nvidia, Digital Realty and Emerald AI plan to activate a power-flexible AI facility in Virginia drawing nearly 100MW. Emerald AI secured $150 million in funding during August.
Revival of a dormant effort
AEMA represents a relaunch of the Advanced Energy Management Alliance, an organisation established in 2014 to address demand flexibility and electricity policy. The original group had become largely dormant before this revival. GridUnity, a software provider specialising in grid connection and planning tools, will serve on AEMA's board. Chief executive Brian Fitzsimons stated the company aims "to make the coalition's ambitions actionable."
Public concern and regulatory movement
The alliance's launch arrives amid growing public anxiety about data centre expansion. Recent polling from AP-NORC and the University of Chicago's Energy Policy Institute revealed that 84% of Americans express concern about data centres' effects on local electricity prices. Support for requiring data centre developers to fund necessary grid upgrades spans the political spectrum, with 79% of Democrats and 76% of Republicans backing such requirements. AI data centres are already contributing to rising power costs at manufacturing facilities in the Rust Belt region.
Regulatory bodies are responding to these pressures. In June, the Federal Energy Regulatory Commission instructed regional grid operators to examine options for connecting large, flexible power consumers. Texas, facing 474GW in data centre connection requests, is finalising regulations to accelerate connections for controllable facilities. Silicon Valley Power, a California municipal utility, has established its own flexible-load connection programme. Some municipalities have taken more restrictive stances, with at least one city halting new AI data centre approvals earlier this year.
